How the Cookie Banner Gates Your Analytics Data
If you've connected Google Analytics and your numbers seem lower than expected, the most common reason isn't a broken integration — it's consent. This article explains the mechanism so you know what to expect.
Consent Mode v2
Once you set a GA4 Measurement ID (see connecting Google Analytics), the tracking tag itself always loads on every page visit. This is intentional — it keeps your integration "detectable" by Google's own setup and verification tools. But loading is not the same as collecting.
The tag loads for every visitor, but stays silent until consent is granted.
What actually gates data
The GA4 tag runs in Google's Consent Mode v2, which means it does not store or send any real analytics data until the visitor accepts non-essential cookies via your site's cookie banner. Visitors who decline, or who never interact with the banner, contribute no trackable analytics activity.
Only visitors who accept the cookie banner show up in your GA4 reports.
Notes
Choosing the most privacy-preserving default on your own cookie banner copy is a reasonable choice, but be aware it directly trades off against how much traffic GA4 will ever see.
